AT THE INTERACTIVE DIALOGUE WITH THE CHAIR-RAPPORTEUR OF THE WORKING GROUP ON THE RIGHT TO DEVELOPMENT

Thank you Madam Chairperson.
Malaysia thanks Mr. Zamir Akram for his participation in our discussion today.
2. Just a couple of weeks ago, the Human Rights Council at its High-Level Biannual Panel on Right to Development affirmed that international cooperation and solidarity including South-South initiatives are crucial in the fight against the COVID19 pandemic.
3. The Biannual Panel which featured multi-stakeholder panel is an effective manifestation of the Council’s leadership in facilitating States especially developing States, in times of global health crisis. The Panel recognised that the COVID19 pandemic had derailed decades of developmental progress, drove people into extreme poverty and adversely impact their overall well-being. This is the time for global solidarity to address global threat and together we can recover better.
4. Malaysia believes that the United Nations human rights system should continue efforts towards the full and effective implementation of the Right to Development. In this context, Malaysia welcomes the Working Group’s successful deliberations at its 20th Session last year and looks forward to participating in the forthcoming Session.
5. We welcome the inclusive and participatory approach of the Chair in the process of elaborating the draft legally binding instrument on the Right to Development. We call on all States to continue participating actively in the process, in reviewing progress made in the implementation of the Right to Development and in the elaboration of the draft legally binding instrument.
