STATEMENT BY

AT THE GENERAL DISCUSSION OF THE SECOND COMMITTEE OF THE

79TH SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY

 

ON ITEM 23: OPERATIONAL ACTIVITIES FOR DEVELOPMENT OF THE UNITED NATIONS SYSTEM

Mr. Chair,

 

Malaysia aligns itself with the statements delivered by Uganda on behalf of the G77 and China, and by Thailand on behalf of ASEAN.

 

  1. For decades, the UN Development System (UNDS) has been a cornerstone of international development- providing countries with the guidance, resources, and partnerships needed to achieve sustainable and inclusive growth. Its impacts go beyond the traditional realm of development assistance; it has become an essential instrument for shaping national development plans through better-informed policies and evidence-based strategies.

 

  1. Malaysia in this regard, appreciates the analysis, recommendations, and insights from the Secretary-General’s report on the “Implementation of General Assembly resolution 75/233 on the QCPR of operational activities for UNDS”. We are encouraged by the substantial progress outlined in the Report, particularly the UNDS’ targeted support for groups of countries in special situations, as they work toward achieving the Sustainable Development Goals (SDGs). To this end, Malaysia looks forward to working constructively with Member States on the 2024 QCPR resolution, to ensure an outcome that strengthen the UN’s ability to deliver on its mandate.

 

Mr. Chair,

 

  1. Malaysia, like many others, has benefitted from the UNDS’ role in supporting our policy frameworks to ensure that development is both sustainable and inclusive. Of particular importance is the support provided to integrated national policies aimed at advancing the SDGs.

 

  1. We also commend the dedicated efforts of the Resident Coordinator and the UN Country Team in addressing our specific national priorities, and we remain committed to working closely with them in pursuit of a sustainable and resilient future. Only through coordinated and inclusive collaboration can we truly ensure that no one is left behind.

 

  1. We also acknowledge the complexities surrounding the financing of the Resident Coordinator system. Malaysia remains optimistic that a sustainable solution can be reached to ensure the continuity of this vital mechanism. In this regard, we are open to constructive dialogue with fellow Member States to identify the most constructive path forward, mindful of the financial responsibilities it may entail.

 

Mr. Chair,

 

  1. As we discuss the broader role of the UN Development System, it is crucial to recognize the indispensable work of the UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). For over 70 years, UNRWA has been a lifeline for millions of Palestinian refugees, providing education, healthcare, and humanitarian assistance under some of the most difficult conditions imaginable.

 

  1. The plight of Palestinian refugees remains one of the world’s most protracted humanitarian crises, and it is imperative that the international community continues to support UNRWA in its mission. The agency’s work not only provides critical relief to those in need but also contributes to regional stability by promoting dignity, hope, and human development in highly vulnerable communities.

 

  1. Malaysia firmly believes that the support for UNRWA is a moral and humanitarian obligation. We remain steadfast in our commitment to advocate for the agency and to work with the international community to ensure that it has the resources and political backing it needs to fulfil its mandate.

 

Mr. Chair,

 

  1. In conclusion, Malaysia reaffirms its strong support for the Secretary-General’s efforts to strengthen an effective and responsive UN Development System. We look forward to a more coherent, accountable, and efficient system that supports the accelerated implementation of the 2030 Agenda.
