AT THE INTERGOVERNMENTAL NEGOTIATIONS (IGN) ON THE UNITED NATIONS SECURITY COUNCIL REFORM
DISCUSSION ON THE IGN DRAFT INPUT FOR THE PACT FOR THE FUTURE`

Thank you Co-Chairs,
Malaysia aligns itself with the statement of the OIC, delivered by Pakistan. Malaysia thanks you, distinguished co-chairs for your excellent stewardship of this process.
Distinguished Co-chairs,
Turning to the IGN input for the Pact for the Future presented before us today, our delegation welcomes the revised draft input and commends you Co-facilitators for your good efforts. Malaysia shares the intention to formulate input on the IGN on Security Council Reform that demonstrates the urgency to reform the UN Security Council comprehensively, to make it more effective, efficient, transparent and inclusive. To this end, please allow us to share some general comments on the draft input.
First, on the general impression on the draft input. Member States aspire the Pact for the Future to be not only ambitious, but also action-oriented and concise. Consistent with this, we should also strive for the IGN input to be clear, comprehensive and yet succinct. Malaysia feels that the draft input could be further streamlined, by keeping the focus on the three actions proposed by the Co-Facilitators. Therefore, we view that the text can still be made leaner by merging some elements, elaborated in the bullet points without losing the essence. We also agree with the view that the language should not be too ‘prescriptive’.
Second, on the substance. With regard to Action 1, Malaysia attaches great importance to a ‘comprehensive’ reform, to demonstrate our holistic approach. In addition, while Malaysia supports, in principle, the idea of a review clause, we feel that there need to be further discussions on this review clause proposal, to ensure inclusivity, transparency and openness.
On the question of veto, Malaysia supports to limit the scope and use of the veto, as a preliminary measure. In the longer term, a comprehensive reform of the Security Council must include the abolition of veto entirely because the veto goes against the democratic principle of equality among nations that underpins the UN multilateral system.

In addition, Malaysia reiterates the importance of our commitment to a comprehensive reform of the Security Council, to be accurately reflected in the Pact. Malaysia will continue to engage constructively in the dialogue through the IGN process, towards contributing to the Pact for the Future
