INFORMAL MEETING OF THE GENERAL ASSEMBLY ON THE UN80 INITIATIVE

BRIEFING BY THE UN SECRETARIAT ON WORK PACKAGES 18, 21 AND 22

29 JULY 2026

Mr President,

1. Malaysia thanks you for convening this briefing and appreciates the overview provided by USG Ryder and the Secretariat's updates on Work Packages 18, 21 and 22.

2. Malaysia aligns itself with the statement delivered by Uruguay on behalf of the Group of 77 and China and wishes to provide the following comments in our national capacity.

3. On Work Package 18, Malaysia recognises the difficult financial environment confronting the United Nations and appreciates efforts to improve the coherence and sustainability of the Organisation's funding architecture. We support efforts to optimise the use of existing resources and strengthen the effectiveness of funding mechanisms in support of mandate delivery.

4. As implementation progresses, Malaysia looks forward to continued engagement between Member States and the Secretariat to better understand how these proposals will be operationalised and how they will contribute to a more efficient and responsive United Nations.

5. On Work Package 21, Malaysia supports efforts to strengthen the linkage between mandates, resources and results. This can contribute to more informed decision-making and improve the effectiveness of mandate implementation across the United Nations system.

6. We are encouraged to see that the Secretariat has built the Management for Results mechanism on clear guiding principles; namely building on existing frameworks, avoiding duplication and additional reporting burdens, and respecting the governance arrangements of individual entities. Malaysia asks that these principles stay central as the mechanism develops. We would also welcome greater clarity on the respective roles of the Secretariat and Member States in developing this mechanism, to ensure that it remains firmly grounded in the guidance and oversight of Member States.

7. On Work Package 22, Malaysia supports efforts to improve coherence in prevention, peacebuilding and peace support across the United Nations system. We appreciate the Secretariat's focus on strengthening system-wide coordination and making expertise more readily available to support prevention and nationally-ledpeacebuilding efforts, while improving coherence across the UN system. As these proposals are taken forward, Malaysia looks forward to further discussions on how the new arrangements will complement existing mechanisms and support more effective mandate implementation. We also underscore the importance of maintaining a strong and responsive UN presence at the country level, particularly in developing countries.

8. Finally, as implementation progresses across these work packages, Malaysia would welcome greater clarity on the overall sequencing of implementation, the respective roles of the Secretariat and Member States, and which elements will ultimately require intergovernmental consideration and approval.

9. Malaysia reaffirms its commitment to continue engaging constructively as these work packages evolve and thanks the Secretariat for keeping Member States closely informed throughout this process.

I thank you.
